Updated libxml2 to 2.9.4:
- This is a big release, including a number of security patches, and there are also a significant number of 'normal' bug fixes and a fair number of portability fixes including a massive patch set for OS400

I also added a patch to fix a regression in attribute decoding during XML schema validation (Gnome Bug #766834)
Updated libxslt to 1.1.29:
