Updated perl-Text-CSV_XS to 1.35 in F-28 and Rawhide:
Remove META.yml from MANIFEST.skip
Use UNIVERSAL::isa to protect against unblessed references
Fix -Wformat warning (CPAN RT#123729)
Make detect_bom result available

Add csv (out => \"skip") - suppress output deliberately
- Allow sub as top-level filter
Tested against Test2::Harness-0.001062 (yath test)
