Updated perl-YAML to 1.31 in Rawhide:
- Update docs to recommend YAML::PP
Updated proftpd (1.3.6e) in EPEL-8 to fix one-byte out-of-bounds read, and daemon crash, because of mishandling of quote/backslash semantics (GH#1683, CVE-2023-51713)
