Require Module::Load::Conditional ≥ 0.66 to resolve CVE-2016-1238 (avoid loading optional modules from default .)
Updated perl-Module-Load-Conditional to 0.66 to F-23 and F-24 to address CVE-2016-1238, as per yesterday's update in Rawhide
